They’re weak enemies, but in groups can be deadly if you’re at lower levels. Make sure you kill all of the nearby wolves. Use spirit to get to the top and you should see the mage tower just ahead of you. From here, look to the east to see a jetstream that you can use to get onto the nearby cliff. You can reach it by heading down the Weeping Peninsula until you hit the Castle Morne Ramparts point of grace.
